Chief Superintendent of Customs, Ugoamadi Emeka Steven was an exemplified figure of frustration. Nothing ever seemed to be working. The term ‘promotion’ had become almost non-existent. The last time he experienced a rise was in 2008 when he was promoted to the position of Superintendent of Customs Service. After that, the pulley to the top ground to a stop and watched many people fly past him. To make matters worse, promotion was dependent on the vacancies available. It was not surprising therefore that when delayed promotions were finally due this year, he became jittery. He was so anxious that he did not know what to do.
